New Haven is on a mission to add new vehicles to its tax rolls. It turns out the best way to do this is to hire a private company to essentially stalk people and demand payment, despite them living in a completely different jurisdiction. And no, this is not a joke.
One couple had no choice but to fight the city after they received a New Haven car tax bill, despite living in North Branford and paying vehicle taxes over there.
This is what the beginning of the surveillance state looks like in AmericaAmericans in Connecticut received a bill for additional taxes on their car because cameras spotted it in a different cityA private company called Municipal Tax Service (MTS) is hired by cities to drive around and use automatic license plate readers on cars parked in different citiesIt then makes connections if that car lives in that area and sends the owner a bill for new taxes on that vehicle for being in the cityThe owner of this vehicle says she doesn’t live in that city, provided proof and says her car was only in a different city because her kid drives there for school MTS didn’t care and said that the proof didn’t matter and they had to pay it. They appealed to the city, the city said they had to deal with MTSBut here’s the problem, MTS gets paid 38% commission on tax revenue they recover + $50 per vehicle billed to the owner. They made $9 million in commission in just one year from sending people additional tax billsSo this company has no incentive to ever help you and just deny you, which they didOnly after the mainstream media got involved would the city drop this one new tax bill which was false to begin withIn America we now literally have private companies driving around scamming our license plates to tax us more money This is insanity and it needs to end

I see a lot of problems with this program, and the fact that the city could not care less while racking in millions seems to be one of the major issues here.
Per NBC:
MTS has a contract with the city to identify vehicles that may be subject to taxation in New Haven.
MTS told NBC Connecticut Responds that it uses automatic license plate readers mounted on vehicles that patrol the city. The readers photograph license plates and use GPS to record the time and location.
MTS’ website says its mission is to help cities and towns expand their tax base and increase revenue.
MTS seems to have made good on its mission to help officials “expand their tax base and increase revenue.”
Under the agreement, MTS receives a 38% commission for every vehicle it successfully adds to the city’s tax roll. New Haven said MTS recovered nearly $24 million between 2024 and 2025. Based on that figure, 38% would be about $9 million.
Again, there seems to be some major ethical problems here. And while I am no tax expert, I am having trouble seeing how the city can tax someone by whatever system this is. And while municipalities certainly have rights and should enact their own local laws, I don't see how this is not considered de facto extortion. Why is the burden of proof on the vehicle owners and not the other way around? Seems like “we have surveilled you in the city too many times” should not be enough evidence to demand taxes.
The couple told the city the problem. The city told the couple to deal with the company. They told the company they don't live in the city. The company said their photos were far greater evidence than mortgage statements and vehicle tax history in another city. It was not until they were brought before New Haven’s Board of Assessment Appeals that they were asked if their son had ever lived in the city. When the couple answered “no,” the ordeal was dropped.
It should not take this much effort. It should not be the couple's problem to prove the company's mistakes. There should be more outrage over this. What is even going on here?
To call this unacceptable would be an understatement.
